Dome of the Church of the Holy Sepulchre

Protocole pour la restauration de la Coupole

du Saint-Sepulcre.

 

(France, Russie, Turquie)

 

Signe a Constantinople, le 5 Septembre 1862 (10 Rebi-ul-Ewel 1279)

 

 

S.M L'Empereur des Francais et S.M l' Empereur de Russie, mus par un sentiment de genereuse solicitude pour la conservation d'un sanctuarie egalemnt venerer par les diverses communions chretiennes, ont exprime a la Sublime Porte le desir d'operer, a leurs frais, la construction de la Coupole du Saint-Sepulcre a Jerusalem, et S.M  le Sultan, ayant agree leur voeu et, de plus, leur ayant manifeste l'intention de participer a une ouvre qui interesse une portion si importante de la population soumise a son Empire, les Ambassaderes de France et de Russie et le Ministre des Affaires Etrangeres de Turquie, soussignes, dument autorises par leurs Geovernments respectifs, sont convenus de dispositions suivantes:

 

1. La necessite de prevenir la ruine imminente de la Couple du Saint-Sepulcre etant de notoriete publiqe, il sera pourvu sans retard a la reconstruction de cet edifice a frais communs et par portions ega les, par la France, la Russie et la Turquie.

 

2. A cet effet deux architectes designes  l'un par le Gouvernement Francais, l'autre par le Gouvernemnt Russe , et agrees par le Gouvernement Ottoman se transporteront le plus tot possible a Jerusalem pour verifier l'etat actuel de la coupole, constater la nature et l'etandue des travaux a effectuer, en apprecier l'importance et dresser un devis estimatif des depenses. Ils consigneront dans un rapport collectif les resulta ts de leurs appreciations, et lorsque leurs propositions auront ete approuvees par les trios Gouvernements respectifs, ils prendront, de concert avec les Consuls de France et de Russie et avec l'autoriete locale, des measures immediates pour proceder a l'execution des travaux. Des credits seront overts aux Consuls de France et de Russie et au Pacha, gouverneur de Jerusalem, pour faire face aux depenses au fur et a mesure des besoins.

 

3. Il sera prescript aux architectes d'eviter dans la decoration de la nouvelle coupole toute inscription ou tout emleme qui serait de nature a provoquer le susceptibilities d'aucune des communions chretiennes.

 

4.  Le Gouvernement Ottoman accordera toutes les facilites administratives et materielles qui seront necessaries pour la prompte complete execution des traveaux, et des orders seront transmis sans retard, a cet effet, au Pacha, gouverneur de Jerusalem.

 

Paragraphe additionnel.

 

5.  Il est entendu que le present arrangement ne confere aucun drout nouveas aux differentes communions chretiennes, ni a aucune des parties signatiares de ce protocole, et ne porte attaint a aucun des droits qu leur etaient  precedemment  acquis.

Protocol drawn up for the restoration of the Dome of the Church of the Holy Sepulcher

 

Signed in Constantinople the 5th of September 1862

 

His Majesty, Emperor of France and H.M. Emperor of Russia, acting in concern for the conservation of a holy site venerated by the different communities of Christendom, have brought forward to the Sublime Porte their desire to undertake, at their expense, the construction of the dome of the Church of the Holy Sepulchre in Jerusalem; whereas H.M the Sultan, has agreed unto this wish , and has,  moreover, expressed His intention to participate in such an undertaking insofar as it does concern so large a sector of the population of His empire. Thus, the ambassadors of France and Russia, and the Foreign Secretary of Turkey, having been duly authorized by their governments, and are thus signatories here below, have drawn up the following arrangements:

 

1.The need to prevent the notorious, commonly known, imminent  collapse of the Dome of the Holy Sepulchre having been established, the reconstruction of this structure will be undertaken forthwith, at the shared expense in equal parts of France, Russia and Turkey. 

 

 

2. To this end, two architects, one designated by the Government of France, the other by the Government of Russia, both of whom shall be approved by the Ottoman Government, shall be dispatched as early as possible to Jerusalem. They will a ascertain the present state of the Dome and establish the nature and extent of work to be undertaken while taking into consideration the importance of establishing a sound estimate of such costs as will be involved. They will report their findings in a joint account. Once their suggestions will have been approved by the three respective governments, they shall, in accordance with the Consuls of France, Russia and the local authority, take immediate measures in order to proceed with the execution of work. Financial credits shall  be made available with the Consuls of France and Russia and with the Pacha, Governor of Jerusalem, in order to meet with expenses in accordance with the needs of this undertaking.

 

3. When decorating the new dome, architects shall be instructed to avoid any emblem that might cause offence to any one of the Christian faiths.

 

4. The Ottoman Government shall grant all administrative facilities and materials that may be required for the prompt and complete execution of work. To this end, orders shall be sent without delay to the Pasha, Governor of Jerusalem.


Addendum

 

5. It shall be understood that the present agreement will not confer upon any Christian faith or any party here to for signed further rights, nor shall any rights previously acquired be hereby compromised.
